How often should build systems be checked..............

I do them once a year. There were times I used to stretch it to once in two years.

Does that included shut down power and cleaning all your switch gear?
Do you also run a load test on all your generators?

Yep. Complete shut down. Now funny stuff or short cuts. Even the switches are serviced.

The genset load test (load bank test) is a different story and done seperatly by the generator service company.

Systems that are turn on and off ( pumps controlls ,motor starters, elevators. etc ) will wear faster and need more care than say main switch
gear ( it's not turn on and off on a regular bases ).So the more something
is used , the more often it should be tested.

Thats too costly to conduct for large buildings. Shouldn't the annual infrared scan indentify starter/contactor weakness?

It should , but if you are not doing maintanace on your switch gear, when
it goes ,it could be a bigger mess...............................
